with respect to cal fire, we are the third largest fire department in the nation and the largest in california with over 7,000 uniformed employees. we also have the largest aerial fire fighting nreed in the world. so typically when a large disaster type fire occurs, we are usually rendering aid, not asking for aid. so when we get into a situation when we get to that level, what we call mega fires is the new term we're using, we're reach a certain draw down level or certain criteria, we reach out to our military coordinators, hence our agreement with the third nraet and the one map locally in san francisco under ir cal fire prides itself on a statistic that we contain 97 percent of all wild fires in california with 10 acres or less and we do this with an aggressive report of incidents, even with a 911 call of smoepk with land, air and ground attack. once fires become to a large enough scale we call mue tour aid, california lass a great mue tour aid system. i think it's looked at nationally because we have souch excellent cooperation with our cooperating agencies. once it reac

. one piece i forgot to point out which is significant is the increase in medi-cal that you see from 24 -- a little under 25 million to over 31 million. our role in medi-cal delivery is to enroll families and individuals who are eligible. we process their applications. we do outreach to get them in. we provide ongoing case management to make sure they remain eligible and continue to receive medi-cal benefits. the increase is because of the affordable care act which as you know will be implemented january of 2014. the affordable care act will provide for the first time medi-cal coverage for single indigent adults who are age 19 to 64, as well as some expansion for our families. we anticipate a medi-cal case growth of about 30,000 single adults. put that into context right now our medi-cal case load is 47,000 right now. we're looking at an increase of about two-thirds. and with that, obviously with 30,000 new applicants and recipients, we're going to need the staff to process those applications. we're doing a lot around technology to be able to add a significant number of clients without

to the planning efforts going on in san francisco. cal trans, let's give a quick heads up. i expect to come to the plans and program committee shortly. the process is under way for the transportation. through the mayor's office we have prepared a comment letter on the scoping for the environmental document for cal tran. a year ago this body of executive directors signed a northern california high speed memorandum you mean agreement. in the peninsula quarter which is a blended system of cal trains and high speed rail operations. the first project to get funded, and the project control project, they are three different names but tightly linked together. san francisco and sat san mateo and we are working with the mayor's office in identifying what sources could be used to do that. this is really in two different options. we have some commitment sometime this spring because we have the contract on the positive modification of the project. the program is in late 16, 17, 18. the san francisco transportation plan that we can identify potential new revenue source for the project. the city park

towards the end of the year. we have a couple of major medi-cal prior year settlements that are outstanding. those are audits that reconcile our payments to what we should have been paid. we believe that we have some potential good news to come from those audits, based on our preliminary data from the state. but the timing of those payments is uncertain and we've actually been waiting for several years for those to come through. they tell us that soon it's conceivable that those could come in before the end of the fiscal year. if so, that would reduce the amount of general fund that we need to draw, we could return those dollars to the general fund to be used for balancing in the budget year. the other item that's out there is a program designed to enhance our reimbursement for the losses that we've taken under the transition of the seniors and persons with disabilities, to managed care. so if that program again goes through, we expect that it will at some point, but it's unclear whether it will be in the current year or in the budget year, or after. there is potentiall
